The Clinic Supervisor / Public Health Nurse I is a dual-role position that combines clinical nursing expertise with leadership in the day-to-day oversight of the Health Department’s clinic operations. This role ensures high-quality care in sexual health, immunizations, and reproductive services while managing clinical workflows, supporting nursing staff, and maintaining regulatory compliance. The individual serves as a key liaison between clinical staff, administration, and the public, ensuring patient-centered care and operational excellence.
Essential Functions
These functions are fundamental to the successful performance of this role:
Clinical Nursing Duties
- Perform comprehensive clinical assessments for clients, including intake and screening for reproductive health and immunization services.
- Administer treatment for sexually transmitted infections and provide test results in person with appropriate counseling.
- Conduct STI testing, childhood and adult immunizations, and paternity testing in accordance with state and agency protocols.
- Educate clients on topics such as contraception, pap smears, breast exams, STI prevention, and available community health services.
- Complete and maintain accurate electronic health records in compliance with public health documentation standards.
- Provide follow-up care and client outreach per protocol, including telephone calls and referrals to primary care providers.
Clinic Supervision and Administrative Oversight
- Supervise daily clinic operations to ensure efficiency, quality, and compliance with agency protocols.
- Coordinate staffing schedules, ensure proper clinical coverage, and assist with performance coaching of clinic staff.
- Oversee inventory of clinical supplies, order necessary materials, and ensure the clinic environment is clean, stocked, and compliant with health and safety standards.
- Act as a point of contact for clinical questions from staff and support onboarding/training of new employees in clinical processes.
- Monitor compliance with standing orders, safety protocols, confidentiality practices, and infection control measures.
- Collaborate with the Public Health Director and leadership team to review clinical workflows, improve client service delivery, and implement process improvements.
Marginal Functions
These are additional tasks that may be performed occasionally or as needed:
- Schedule pharmacy inspections in collaboration with contracted services or internal protocols.
- Coordinate outreach activities including health fairs, disease investigations, or mobile vaccination clinics.
- Travel to meetings and training sessions, occasionally overnight, as assigned.
- Represent the department at professional events or interagency collaborations.
- Provide public health education and materials in community settings as part of outreach or emergency response efforts.
- Assist with emergency preparedness or public health response efforts during health crises.
Minimum Qualifications
Education and Licensure:
- Kansas Registered Nurse (RN) license, in good standing, required.
- CPR certification required.
- Valid Kansas driver’s license required.
Experience:
- Minimum of six (6) months nursing experience required; one (1) year or more preferred.
- Experience in women’s health, sexual health, or immunizations is strongly preferred.
- Leadership or supervisory experience in a clinical or public health setting is a plus.
Knowledge, Skills, and Abilities
- Strong clinical judgment and nursing assessment skills.
- Ability to supervise and support staff in a collaborative, professional environment.
- Strong understanding of public health programs, reproductive health, STI treatment, and immunization protocols.
- Proficiency in Electronic Medical Records (EMR) systems and Microsoft Office applications.
- Skilled communicator with ability to educate and counsel clients on sensitive health issues.
- Ability to handle confidential information in compliance with HIPAA and public health laws.
- Knowledge of county, state, and federal regulations and protocols in public health.
- Spanish language proficiency preferred but not required.

- Ability to perform basic mathematical calculations.
- Ability to accurately calculate and administer medication dosages.

Physical and Work Environment Requirements
Physical Demands:
- Stooping, kneeling, reaching, walking, standing for long periods.

- Visual acuity for close and distance work, peripheral vision, and depth perception.
Work Environment:
- Primarily office and clinic-based; exposure to biological hazards and clinical materials may occur.
- Must maintain regular and reliable attendance.
- Occasional travel for outreach, disease investigation, training, and community events.
